Ukraine launched one of its largest drone attacks on Moscow this week, striking the Kapotnya oil refinery and other sites around the Russian capital, according to Russian officials and multiple news reports.
Antiwar.com News Editor Dave DeCamp said the attack wounded at least 17 people in the Moscow region and marked another escalation in Ukraine’s long-range strike campaign. Russian officials said air defenses shot down 194 drones approaching Moscow, while several others penetrated the city’s air-defense network and hit ground targets.
The Kapotnya refinery is one of Moscow’s most important fuel facilities, supplying a major share of the capital’s gasoline and diesel. Industry sources cited by Reuters said the latest strike damaged processing units, pipelines, auxiliary equipment and storage tanks, while an earlier strike on June 16 had already forced a shutdown at the facility.
Russia’s Defense Ministry said 555 Ukrainian drones were intercepted across Russian territory overnight, making the attack one of the largest Ukrainian drone waves of the war. Antiwar.com reported that at least one person was killed in Russia’s Rostov region during the wider attack wave.
Russian Foreign Minister Sergey Lavrov warned that Moscow would respond with “massive group strikes on a regular basis” against targets linked to Ukraine’s military capability.
The attack comes as Ukraine has expanded its long-range drone campaign against Russian oil infrastructure. Kyiv has framed the strikes as retaliation for Russian missile and drone attacks on Ukrainian cities, while Moscow has warned of further escalation.
Western involvement remains a central flashpoint. DeCamp argued that Ukrainian long-range strikes inside Russia carry escalation risks because Ukraine has used Western intelligence and military support in its drone war. He warned that continued attacks inside Russia could increase pressure on President Vladimir Putin to respond more aggressively in Ukraine.
Separately, the maritime front is also escalating. Britain detained the Russian-linked tanker Smyrtos in the English Channel in coordination with French authorities, while France earlier detained the Russia-linked tanker Tagor in the Atlantic with UK and partner support. Both actions targeted vessels accused of helping Moscow evade sanctions through its so-called shadow fleet.
U.S.-Ukraine diplomacy is also under strain. Secretary of State Marco Rubio rejected President Volodymyr Zelenskyy’s claim that Washington had made security guarantees conditional on Ukraine ceding Donbas, saying the claim was false. Rubio said the U.S. had conveyed Russia’s demands to Ukraine but had not endorsed them.
Russia’s full-scale invasion of Ukraine has now lasted more than four years, exceeding the duration of World War I and underscoring how deeply entrenched the conflict has become.
